TITLE: Update of the solid waste management regional planning, Region of Central Macedonia

CLIENT:Special Management Agency, OP Central Macedonia

DURATION:11/2002 – 02/2003

The study was the first Greek Municipal Solid Waste Management Plan at regional level, which was prepared before the adoption of the JMD 50910 on Regional SWM Plans. It incorporated the requirements of the 99/31/EC Directive on the diversion of biodegradable wastes from landfills, and the actions necessary to restore uncontrolled landfills (dumps), in the logic of the subsequent Circular of the Ministry for Environment on the Technical Studies for Environmental Restoration.

The aim of the study was:

  • To review and update the projects’ proposals and actions contained in the existing Prefectural Plans. The goal was to minimize the treatment and disposal facilities and the maximum utilization of the facilities for which construction had already begun.
  • To set objectives, implementation schedule and operational plan for the construction of additional facilities.
  • To develop a plan for the management of biodegradable and packaging waste, in line with the 2939/2001 Law and the 99/31Directive.
  • To elaborate a program for the termination of the operation of the uncontrolled landfills and to develop technical specifications for the sites’ restoration.
  • To develop guidelines for the formulation and operation of Solid Waste Management Bodies.
  • To establish a database, dynamically linked with a GIS, designed for easy and quick monitoring of solid waste management in the Region.
  • To consider the development of a distinct structure for monitoring the implementation of the Regional Planning.

The aim of the study was to prepare the 2nd Design Phase for the required treatment and disposal facilities, taking into account the nominated (or sited) positions from earlier studies. The study was conducted based on JMDs 69728 and 113944 and included:

  • Inventory of current situation
  • Criteria for exclusion zones for the siting of treatment and disposal units – Development of exclusion map – Evaluation criteria for the siting of treatment and disposal facilities
  • Consideration of alternative methods for managing solid waste and choosing the best solution
  • Siting of projects
  • Transfer stations’ network

National plan for biodegradable waste

TITLE: Management plan for biodegradable municipal waste in Greece

CLIENT: Ministry of Environment

DURATION: 3/2003 – 12/2003

With the harmonization of Greek legislation with the 99/31 EU Directive on landfill (JMD 29407/3508), EPEM was appointed to develop the strategic plan for achieving the JMD’s objectives.

The study included:

  • Forecast of the development of the waste quantity and quality content
  • Quantification of the targets for biodegradable waste at national level for the years 2010, 2013 and 2020 and targets’ breakdown at regional level
  • Proposals for the strategy to be followed to achieve the targets. The proposals concerned:
    - Targets and proposals to reduce the amount of waste
    - Targets and proposals for recycling and reuse
    - Targets and proposals for diversion of the biodegradable waste from landfill and waste treatment
    - Measures to reduce the amount of biodegradable fraction led to ladfills
    - Proposals for the strengthening of official structures (management bodies, prefectures etc)
    - Proposals for monitoring the system’s progress
  • Proposals for the necessary works and measures by region and timing to achieve the targets at regional level
  • Estimation of investment costs

Solid waste strategy

In the framework of the negotiations of the Greek government with the EU for the programming period 2007-2013, the following should have been submitted:

  • The Development Plan 2007-2013, a programmatic document that would reflect the overall development strategy of the country (national and co-financed part)
  • The text of the National Strategic Reference Framework 2007-2013 (as required by the new regulation of the EU structural funds) referring to the co-financed part of the Development Plan, which should be submitted to the EU for negotiations

The study aimed at:

  • Providing a scientifically documented basis for formulating a long-term development vision and to explore - outline the key national priorities and options in the environmental field (EPEM was responsible for the solid waste management sector)
  • Providing a key input into the process of national development planning for the period 2007-2013 and the National Strategic Reference Framework to be submitted by the country to negotiate and co-financing by the EU in early 2006
  • Establishing a framework and guidelines to support the government in policy formulation and decision-making
