ACTIONS
The following activities were undertaken:
Action 1: Calculation of present local GHG emissions. Survey of all basic GHG emission
sources at municipal level. Decide on emission calculation methodologies per emission source and gas
(including, apart from greenhouse gases, also some important air pollutants) on the basis of the IPCC
guidelines, national and local data and information. Collection of necessary input data. Development of calculation
tools per source of emissions. Compilation of a detailed local GHG emissions inventory. Training activities.

Action 2: Projection of local GHG emissions. Identification of drivers determining the future evolution of GHG
emissions per sector. Development of projection models per emission source. Training activities. Comparison of results with
projections on national level.

Action 3: Identification of GHG emissions reduction options. Development of an initial list of options per sector
on the basis of present and future GHG emissions. Discussion of the initial list with local authorities and stakeholders.
Determination of barriers/difficulties and opportunities per option. Compilation of final list of emission reduction options
(called ‘measures’ henceforth). Specification of competent authorities per measure with respect to its implementation.

Action 4: Economic and environmental evaluation of GHG emission reduction measures. Definition of economic and
environmental parameters to be considered. Collection of necessary input data. Calculation of GHG emissions reduction potential
per measure. Calculation of environmental externalities associated with each measure. Cost-Benefit Analysis of measures on the
basis of private economic costs/benefits and social cost/benefits (i.e. private economic costs/benefits plus environmental
cost/benefits). Development and use of a relevant calculation tool.

Action 5: Defining priorities for GHG emissions reduction measures. Determination of an initial list of additional
parameters affecting the desirability of measures. Discussions with local authorities and stakeholders. Finalization of parameters
to be considered and assessment of each GHG emission reduction measures across them. Classification of measures into priority categories.

Action 6: Public consultation and finalization of Local Action Plan (LAP). Presentation of a draft LAP to citizens and key
stakeholders of Volos through the internet and during special events open to public. Finalization of priorities. Development of timeframe for
the implementation of measures. Development of a set of practical guidelines for implementation. Development of monitoring plan. Compilation of
final LAP. Dissemination of LAP through the project’s web-site, hard copies available at the Municipality of Volos, DEYMAV and DEMEKAV headquarters,
local newspapers, TV, and radio. Distribution of dissemination material at strategic places of the municipality.

Action 7: Implementation of measures in the LAP. Elaboration of necessary studies and rest preparatory actions for the implementation
of measures including training activities necessary for some measures. Establishment of a monitoring team to overview the implementation of LAP.
Regular update of indices of LAP implementation progress. Compilation of regular progress reports.
Action 8: Communication and dissemination. Development and regular update of the project’s website. Notice boards describing the project
will be displayed at strategic places accessible to the public. Formulation and distribution of dissemination material. Informative meetings with local
associations and NGOs. Training courses for teachers and organization of specialised information sessions in and materials for local schools. Dissemination
of project’s results to newspapers, TV and radio. Presentations of project’s activities and results in conferences and workshops in Greece and EU. Upon the
completion of the project, organization of an open workshop at Volos, jointly organised by the Municipality of Volos and the Central Union for Greek Municipalities,
and with participation of municipalities from the EU, where the project’s results will be presented and local actions for climate change mitigation will be discussed,
and dissemination in the local press. Preparation of layman’s report at the end of the project.

Action 9: Overall evaluation of the LAP’s progress and planning of its future operation. Comparison of targets and achievements of LAP’s measures, discussion of progress and barriers faced. Planning of next steps to ensure that the implementation of LAP will continue effectively after the end of the project.
